2. VI

The Environment Agency (EA) is looking for a supplier to provide hydrological monitoring services in the East Anglia Area. This requirement includes provision of field staff for surveillance monitoring of water levels in existing observation boreholes and gauge boards, located at over 100 wetland sites and includes download of loggers. All monitoring points are widely distributed across mainly Norfolk, Suffolk and Cambridgeshire and will require routine visits on a regular monthly scheduled basis. Please note, you will not have scope to design the work or choose data collection methods as this is an existing provision which needs to use existing assets and maintain continuity with the current contract. The existing contract is due to expire at the end of March 2021 and we would require the new contract to begin as soon as possible thereafter. We anticipate the new contract will run for a minimum of 3 years with the option to extend, based on the future requirements of the Environment Agency, which are yet to be confirmed. Mandatory Requirements: • A bidder must be able to demonstrate how the carbon footprint for the service they propose would not be any greater than the current providers locally based manpower provision. • A bidder for this service must be able to use and deploy the existing logging and IT equipment assets for the contract. • A bidder must confirm they can meet the existing routine monthly sequencing of site visits (at the locations described above) and data collection, as this must be maintained as data continuity is vital to the contract. • A bidder must be able to demonstrate that they meet the current health, safety and wellbeing requirements, specifically for boat and lone working criteria. This would need to be closely adhered to, and you would need to recognise and understand the dynamic seasonal attributes of the wetland systems being monitored. Budget: Range £100,000 - £120,000 per annum In order to understand the markets appetite and ability to resource and bid for this work, we are requesting you respond to this PIN to confirm if you are interested in bidding for this work and that you can meet all of the mandatory requirements outlined above. Your response should be submitted by email to leonie.cormac@defra.gov.uk by the closing date of 25th January 2021 (15:00). The Authority may contact you to confirm your interest and ability to meet our requirements. The response to this PIN will determine if/ when we are able to commence a procurement process. This PIN does not commit the Authority to progressing this opportunity beyond this point.
