Description

The Welsh Government has a diverse workforce of around 5500 civil servants responsible for supporting Welsh Ministers to deliver their priorities across all aspects of life in Wales. It is crucial that we invest in developing, improving and maintaining a broad range of skills, knowledge and experience to ensure Welsh Government staff have the capability and expertise required to successfully deliver current and future policies, services and commitments, alongside our statutory duties as an employer. In order to meet those aims, the Welsh Government wishes to establish a framework agreement for a corporate learning and development provision for its staff, working with highly experienced, engaging and collaborative providers who can deliver an efficient, cost effective and learner-orientated service. 1 Health and Safety learning solutions

Lot 1 – Health Safety learning solutions Bidders are invited to submit Bids to be awarded a place on the Welsh Government's Learning Development Framework. Lot 1 will cover the provision of high quality learning and development solutions to ensure health and safety compliance, accreditation and knowledge. Courses required include Manual Handling, IOSH, Evacuation Chair, Fire Marshall and general Health and Safety.

2 First Aid learning solutions

Lot 2– First Aid learning solutions Bidders are invited to submit Bids to be awarded a place on the Welsh Government's Learning Development Framework. Lot 2 will cover the provision of high quality learning and development solutions to ensure compliance with the relevant regulations in first aid provision, accreditation and knowledge. Courses required include First Aid at Work, Emergency First Aid at Work, Defibrillator operator and Medical Gases.

Lot 3 - Well-being Resilience learning solutions Bidders are invited to submit Bids to be awarded a place on the Welsh Government's Learning Development Framework. Lot 3 will cover the development and delivery of the Welsh Government’s Well-being and Resilience curriculum through learning and development solutions intended to equip officials with the necessary skills, knowledge and behaviours required to focus on strengthening personal well-being and resilience.

Lot 4 – Personal Team Development learning solutions Bidders are invited to submit Bids to be awarded a place on the Welsh Government's Learning Development Framework. Lot 4 will cover the development and delivery of the Welsh Government’s personal and team learning and development curriculum, including a range of learning solutions such as leadership, performance management, emotional intelligence and the provision of recognised psychometric, feedback and strengths profiling tools.

Lot 5 - Core Skills for Civil Servants learning solutions Bidders are invited to submit Bids to be awarded a place on the Welsh Government's Learning Development Framework. Lot 5 will cover the development and delivery of learning and development solutions to equip officials with the necessary skills, knowledge and behaviours required to focus on delivering the core business of government. Learning provisions will include Communication skills, Analytical skills, Administrative and organisational skills, Customer service skills and Recruitment and Selection training.

6 Equality, Diversity Inclusion learning solutions

Lot 6 - Equality, Diversity Inclusion learning solutions Bidders are invited to submit Bids to be awarded a place on the Welsh Government's Learning Development Framework. Lot 6 will cover the development and delivery of the Welsh Government’s Equality, Diversity and Inclusion learning and development curriculum, and intends to equip officials with the necessary skills, knowledge and behaviours required to support a fair and inclusive workforce and workplace. Training will be required to include general Equality and Human Rights awareness, Understanding biases and their impact on the workplace, protected groups awareness and positive role-modelling on behalf of under-represented groups.

7 Digital Data learning solutions

Lot 7 - Digital and Data learning solutions 4.1 Bidders are invited to submit Bids to be awarded a place on the Welsh Government's Learning Development Framework Lot 7 will cover the provision of the development and delivery of bespoke learning and development solutions for the Welsh Government in the subject areas of Digital, Data and Technology (DDaT). Courses include Digital Awareness, Digital Leadership, Working with Data, Open Data, ‘Big Data’ and professional qualifications and specialist/role specific technical training for the DDaT profession.

Lot 8 - Policy Making, including Government Business and Legislation and Constitutional Affairs learning solutions Bidders are invited to submit Bids to be awarded a place on the Welsh Government's Learning Development Framework. Lot 8 will cover the provision of the development and delivery of learning and development solutions so as to equip officials with the necessary skills, knowledge and behaviours required for their roles so that they can effectively develop and implement policy and legislation, support government business matters and understand constitutional matters relating to Wales. Training will be required to cover policy context and policy framing, advising, briefing and drafting skills, legislative and legal frameworks, evaluating policy and working with Ministers.

9 Facilitation

Lot 9 - Facilitation Bidders are invited to submit Bids to be awarded a place on the Welsh Government's Learning Development Framework To provide expert facilitation services as part of the Welsh Government’s corporate programme of learning and development, and to provide access to a highly skilled pool of experienced facilitators and trainers who will deliver a range of learning and development courses using the Client’s own existing content and materials, in addition to facilitating action learning sets or development programme cohorts.
