Description
HIAL wish to appoint a sole Supplier for the provision of an IRVR Capability initially at Inverness and Kirkwall Airports, plus potentially also at Stornoway, Dundee and Sumburgh Airports, as instructed by HIAL.
Total Quantity or Scope
Tenderers are to provide a Tender Response for the provision of a replacement IRVR Capability, on a ‘turnkey’ basis including decommissioning, removal and disposal of existing equipment at Inverness Airport and Kirkwall Airport. The total scope of the contract includes the design, manufacture/supply, installation, testing and commissioning of a CAA approved IRVR capability at each airport. This is to include all associated civil works, infrastructure and facilities, decommissioning and removal of existing assets, and end to end contractor and project management by the supplier. The supplier shall also provide a three (3) year warranty against fault, failure, error and completeness, including installation work defects. The IRVR is required to enter operational service at Inverness Airport no later than 11th September 2021. The IRVR is required to enter operational service at other airports within 6 months from the point of order by HIAL.
Renewal Options
Maintenance and Support service may be renewed annually up to 15 years following the initial term.

** PREVIEW NOTICE, please check Find a Tender for full details. ** Runway Visual Range (RVR), as defined in Civil Aviation Authority (CAA) Civil Aviation Publication (CAP) 168 as "The range over which the pilot of an aircraft on the centreline of a runway can see the runway surface markings or the lights delineating the runway or identifying its centreline". IRVR equipment provides an automated assessment of RVR. The automated method eliminates error and inconsistencies with human observation, whilst also allowing efficient operations. Ageing IRVR equipment in service at Inverness Airport and Kirkwall Airport requires replacement to meet ongoing requirements and is the subject of this project. The Air Traffic Management Strategy (ATMS) Programme will integrate Air Traffic Services (ATS) for many of the HIAL airports in a Combined Surveillance Centre (CSC) and modernise the management of service to deliver safe and effective air navigation. The CSC and supporting operation will utilise cutting edge technology and modern operational methods to improve business resilience, comply with evolving regulation and implement environmental improvements. Service delivery will also be undertaken in the Remote HIAL ATS Training and Contingency Centre (HATCC) which will serve as a redundant facility if the CSC is unavailable. Remote service provision from the CSC will require standardised meteorological equipment across the service delivery sites. This project provides an opportunity to detail an option to procure additional systems to meet the ATMS Programme need, principally for new IRVR equipment to be installed at Stornoway, Dundee and Sumburgh Airports.
