Royal Borough of Kingston-Upon-Thames Council ('the Council') would like to invite potential suppliers including SMEs to express interest to participate in the proposed soft market testing exercise. At this stage, the Council is looking to consult with the market to test the level of interest and capability to deliver the potential services in scope. This will also explore ideas and possible solutions relating to the key aspects of the Property and Facilities Management to inform the proposed delivery model and procurement strategy. The Council is keen to engage with the potential Suppliers with strong customer focus who are able to work collaboratively with the Council to deliver innovative service solutions and positively embrace continuous improvement. Whilst this Prior Information Notice says the contract will be divided into lots and there are no renewal options, this has not yet been fully determined and will be considered following the market feedback.

Total Quantity or Scope

Royal Borough of Kingston-Upon-Thames Council ('the Council') would like to invite all potential suppliers/SMEs (including local) to express interest to participate in the proposed soft market testing exercise. The Council has an existing contract for the provision of total facilities and property management services (TFPM) which commenced from October 2015. The Council is presently exploring possible commissioning options for the future delivery model of these services, in advance of the end of the initial period in October 2022. The Council is currently undertaking a commissioning review of its core Facilities Management services and the purpose of this soft market engagement is to inform us of the level of interest and gain insight into how the market currently considers the potential opportunities. In addition, the outcome of the completed survey will help inform the Council’s proposed delivery model and route to market (procurement strategy) to support the Council’s future requirements.
