Description

The A12 Chelmsford (junction 19) to A120 (junction 25) is part of the strategic road network and supports national and regional economy by connecting Felixstowe and Harwich ports to London. It links the towns of Chelmsford, Witham, Marks Tey and Colchester. This road struggles to cope with existing peak traffic levels, resulting in delays and reduced speeds. With few available diversions, accidents lead to traffic disruption over a wide area. The projected growth in population and local development in the area will only increase the pressures on this road. To ease congestion and cope with increasing traffic, the A12 is to be widened between junction 19 (Chelmsford) and junction 25 (A120 interchange, Marks Tey). The project is proceeding to Development Consent order and is in PCF stage 3 - Preliminary Design Stage. Highways England require a snapshot appraisal of the current project estimate with consideration to its cost accuracy, with appraisal of risk provisions and quality of schedule. Estimator Requirements A Senior Estimator is required to lead the project cost appraisal works. The scope includes but is not limited to the following: - Liaison with the Highways England Project Team at all times, developing all cost elements from design or actual data held by the Project Team - Attendance at Project Team meetings when required, on behalf of the Commercial Division Cost Planning Team - Appraisal of all non-construction costs - including: - Historic Costs - Development Stage Budgets - Land Cost Estimates - 3rd Party and other costs - Non-Recoverable VAT - Inflation The estimator shall develop their independent view of the direct works and indirect works costs, informed by but not necessarily based upon pre-existing cost estimate information. The estimator shall satisfy themselves that the project construction costs and associated Highways England costs are a fair and considered representation of the current position of the design The estimator shall incorporate risk and schedule information provided by their Risk and Schedule team members and confirm the quality of synergy between the three components. The estimator will lead liaison with the Risk and Schedule team. Risk Review Requirements Working closely with the estimator, the risk appraiser will review the project risk register, Highways England Cost Planning's appraisal or price and quantum range, Project Uncertainty and Portfolio Risk provision. The risk manager shall review the Risk Register with the Project Risk Team with a specific view to it's relationship to the cost estimate and current design the estimate is based upon. The review shall consider: - Suitability of risks and their probability ranking - Accuracy of costs of associated risks - Does the QRA incorporates duration uncertainties and the impact all identified risk events, including portfolio risks - Does the QRA includes appropriate relationships (e.g. correlations) between related risk events - Confirm that QRA results c
