Description

The Ministry of Justice is seeking expressions of interest from providers for the future provision of individual, fitted portable monitoring equipment/technology with alcohol monitoring functionality and potential other functionality such as curfew monitoring or substance monitoring for use within England and Wales. This notice is to inform the market that the Authority intends to carry out market analysis of the Electronic Monitoring Hardware and Monitoring Data Services Market with the objective to enter into a competition or competitions at a later date. The Authority intends for this market analysis to review solutions in relation to the supply of potential hardware to work synergistically with its current and future Electronic Monitoring systems. The Authority currently deploys devices including anklets and wristbands, and associated infrastructure, firmware and software. The requirements for the equipment and services in scope for this procurement includes: • Remote, continuous monitoring of alcohol intake in order to support compliance with orders and requirements for selected individuals • Functionality to provide an offender’s monitoring data in a way that allows stakeholders to make decisions based on the data. • Potential for additional functionality such as monitoring of curfew requirements or substance monitoring in line with current EM service Expressions of interest in this market engagement activity are welcome from providers who have the ability to provide either a hardware only solution, or both a hardware and service solution. This initiative is also to assess what future developments are planned within the market regarding technology or hardware and understand how these could operate within the current and future end-to-end Electronic Monitoring system and service, whether by direct interface with said system or mirroring the operational processes used. For the avoidance of doubt, the current services and hardware that support our electronic monitoring system and the contracts which provide them, are not included in the scope of this initiative. The scope of this market engagement is limited to alcohol monitoring hardware and a monitoring data service which allows the data of an offender to be reviewed and interpreted by stakeholders. However, bidders should recognise that their proposed technology may be provided as part of the overall service provision of the Electronic Monitoring Programme. The value of the expenditure indicated in the field below is an estimate for information purposes only. Further details are provided in the additional information section on how to respond to this notice.

Total Quantity or Scope

The purpose of this Prior Information Notice (PIN) is to inform the market that the Authority intends to carry out market analysis in relation to the above. The Authority will hold a video conference session (MS Teams) with the organisations, which express an interest in this initiative. The process through which this will be undertaken is as follows: • In the first instance, organisations should respond to this PIN with their expressions of interest, together with any relevant documentation. • The Authority will then contact the bidders to arrange a meeting. It is foreseen that the MoJ will hold these 1-2-1 meetings with a maximum of 10 organisations that have expressed an interest. • Only organisations with demonstrated credentials in delivering hardware related to on-person tagging (which may include alcohol monitoring, curfew monitoring or substance monitoring) and/or organsiaitons that have delivered hardware to provide this service at the scale and pace required will be contacted. • This initial meeting will allow the bidders to inform the Authority of their available solution and for the Authority to ask a set of questions to better understand the bidder's capability. Bidders should ensure that their detailed subject matter experts (technical and non-technical) are made available for this meeting. This includes service design, technical architecture, implementation, commercial specialists. A second meeting may be organised. The purpose of this meeting is for the Authority to ask a number of more detailed questions in relations to the Bidders capability. The deadline for expressing an interest in this pre-procurement market engagement is the 8th March Those invited to a 1-2-1 meeting will receive an agenda and structure of the initial meeting (including indicative topics which the Authority wish to discuss) as well as a high-level overview of the scope and context for this initiative.
