Description

This contract is being led by Gateshead Council on behalf of Gateshead Council and South Tyneside Council for the provision and operation of materials recovery facility/ies to process materials.

Total Quantity or Scope

The requirements of the contract are for a 13-month contract for: • the provision of a Materials Recovery Facility (MRF) to process and sort collected materials; • Gateshead Council has a designated delivery point to which it delivers the materials collected from household recycling bins. The Contractor will be responsible for the collection of the materials from the designated delivery point for transfer to its appropriate facility for processing; • South Tyneside will provide its own delivery point from which the contractor will transfer the delivered authorised material to its appropriate facility for processing; • the transfer of the segregated materials to suitable merchants or reprocessors; • the provision of a complete record of all materials delivered, the interim processors/outlets and the ultimate destination of each material; • monthly analysis of the materials carried out in accordance with the MRF Code of Practice.

Legal Justification

The award of a 13-month contract on terms substantially similar to the existing contract for the provision and operation of a materials recovery facility to serve the Boroughs of Gateshead and South Tyneside to be awarded to Regen Waste Limited. The award is strictly necessary in circumstances where the time limits for the open or restricted procedure cannot be complied with. The liquidation of the contractor contracted to deliver the materials recycling facility from 1st April 2021 leaves insufficient time for the open or restricted procedure to be followed and the liquidation was unforeseeable and causes extreme urgency in relation to the award of the contract.
