Description
Gloucestershire Health and Care NHS FT currently provides mental health supported accommodation services by way of subcontracts with third party suppliers. The Covid-19 pandemic has meant the council requires a 6 months award till 31 March 2021 to extend the current arrangements to work with Gloucestershire Health and Care NHS FT and subcontracted providers to ensure that the ongoing care and support for adults with serious mental illness is not put at risk.

Legal Justification
The services required fall within schedule 3 of the Public Contract Regulations 2015 (SI 2015/102) and therefore are not bound by all of its requirements. The service is currently undergoing reshaping to meet independent review recommendations. Continuity and consistency of accommodation and support for vulnerable services users with mental health needs are paramount. The Covid-19 pandemic has placed unforeseen, extraordinary pressures on health and social care services, together with service users in lockdown restrictions. This has meant it has been unable to implement the new commissioning model. This direct award ensures the best interests and the well being of the service users are protected. Given the complexity of the provision, welfare of vulnerable service users and that the Council is working towards implementing the new commissioning model, the only valid short term option is to extend the existing provisions by a short term direct award of 6 months till 31 March 2021.
