Description
Contract awarded by NHS England Cumbria and North East. As a result of extreme urgency following COVID-19 pressures, a Single Tender Action has been enacted for a provision of eye screening service to the North of Tyne and Gateshead eligible population, in order to reduce the risk of sight loss amongst people with diabetes by the prompt identification and effective treatment if necessary of sight threatening diabetic retinopathy, at the appropriate stage during the disease process. The contracting authority intends to undertake a procurement process following the direct award in accordance with the Public Contract Regulations 2015 (as amended) depending upon the outcome of current procurement consultation. Total Quantity or Scope
The purpose of the service is to provide an eye screening service to the North of Tyne and Gateshead eligble population, in order to reduce the risk of sight loss amongst people with diabetes by the prompt identification and effective treatment if necessary of sight threatening diabetic retinopathy, at the appropriate stage during the disease process. The population size is circa seventy thousand.

Legal Justification
This contract award is required due to the COVID-19 Pandemic and subsequent impact upon operational delivery and business operations. The current pandemic and events were not expected or foreseen by the contracting authority. Attempts to mitigate risks identified in advance of procurement were undertaken. There was an urgent need to enact this STA as current contracts came to an end on 31 March 2021 and there was a need to ensure services are maintained for the patients’ needs. Future procurement processes will be advertised via Find a Tender and Contracts Finder.
