Framework for the supply of art and craft papers for delivery to the ESPO Distribution Centre, Leicester and to individual customer establishments. An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement. Lot 1 — Bulk Packs; Lot 2 — Poster, Display and Corrugated Paper; Lot 3 — Sugar, Tissue and Crepe Paper; Lot 4 — Miscellaneous Paper.

Legal Justification
A replacement framework was due to commence on 1 January 2021. Procurement process for the replacement framework was delayed as a result of the Covid-19 pandemic. Suppliers looking to tender were predisposed with other organisational and customer service related duties brought about directly as result of the Covid-19 pandemic. This led to their inability to tender on the basis of the originally allotted timescales. The good available via this framework are essential for use by local authorities and educational establishments. The usage of the framework is relatively constant through the year. ESPO could not have foreseen the circumstances that have arisen due to the Covid-19 pandemic and brought about the need for this extension. The nature of the framework remains exactly the same in terms of scope of services, and terms and conditions of service (other than its term).
