Description
ESPO is undertaking a procurement process to identify and appoint a number of suppliers to facilitate the purchase of packaging materials and the supply and collection of pallets to supply its Grove Park facility for ESPO's own use. The framework will feature cartons, labels, and pallets as well as a host of other packaging materials. An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the framework agreement.

Legal Justification
A replacement framework was due to commence on 16 January 2021. Procurement process for the replacement framework was delayed as a result of the Covid-19 pandemic. Suppliers looking to tender were predisposed with other organisational and customer service related duties brought about directly as result of the Covid-19 pandemic. ESPO has an ongoing requirement for all of the critical services delivered (considered as fundamental for service delivery) via this framework and has done since the the Covid-19 pandemic struck. Without packaging materials and pallets the ESPO warehouse operation could not function. The usage of the framework is constant through the year. ESPO could not have foreseen the circumstances that have arisen due to the Covid-19 pandemic and brought about the need for this extension. The nature of the framework remains exactly the same in terms of scope of services, and terms and conditions of service (other than its term).
