PURE (Research Data Management System) The original procurement of PURE was to facilitate the effective collection, management, and open access of research and impact data to ensure the University meets the requirements of external funders with regards to REF, open access and research data management. Additionally PURE is the university’s outward facing research portal and enable’s accurate live feeds of research KPIs to our website. The University’s open access and research data management Policies have been developed around PURE and the University’s REF2021 Code of Practice which has been approved by the 4 UK HE Funding bodies also relies on PURE. In going forward there is a lot more functionality in PURE to be implemented as well as a number of integrations with external research systems. We will require PURE in the long-term to ensure continuity of our REF-related activities and our compliance with open access and research data management as mandated by our external funders. moment. As we proceed with the implementation of our PURE system we are enabling additional new functionality, for example, the implementation of an Impact module in PURE is allowing us to replace the Vertigo Ventures Impact Tracker (VVIT).

Legal Justification
In 2015/16 the University procured PURE. The initial contract was for the period 30 May 2016 to 31 May 2019 and this was followed by 2 x 12-month extensions moving the end date to 31 May 2021.The original procurement of PURE was to facilitate the effective collection, management, and open access of research and impact data to ensure the University meets the requirements of external funders with regards to REF, open access and research data management. Additionally PURE is the university’s outward facing research portal and enable’s accurate live feeds of research KPIs to our website. PURE is the only system in the marketplace that provides the range of services needed to support the activities of R&I within one product. There is a complicated set of data integrations from our HR, Finance and Student systems which would be challenging to move to a different solution. In addition there is considerable data and reports within PURE that would be complex to extract or recreate elsewhere. Given the complex and detailed work carried out to date in configuring the system, developing training and support materials, the user experience across the University, the positive feedback from users and senior research managers, the cost to change to another system would be high and complex. PURE is especially important at this stage in the University’s preparation of our REF2021 submission. Many of the University’s business processes have been developed, created or tailored to support REF using the data and functionality of PURE and to move to an alternative (or alternative set of products if no other single system can meet our needs), to consider undoing all this work and effort to would be REF processes especially at this stage in the REF cycle would undo the incredible amount of work undertaken to date and would potentially erode the ‘buy-in’ the system currently has from its 3 000+ users.
