Description
This service provides a time limited mental health rehabilitation service in a supported housing setting for high needs clients with mental health problems. It also provides support to four residents with lower level mental health needs in another property. All referrals to this service seek the approval of Adult Social Care prior to being referred and often come from hospital or high needs residential settings to assist with step down into the community. This service prevents the blocking of hospital beds by responding to discharge plans.

Legal Justification
Taking account of the pressures of the pandemic on local government, the social care market and Government advice set out in PPN 01/20 (March 2020) Procurement Policy Note - Responding to COVID-19, there are grounds to make a direct award of this contract for a period of 12 months under Ground 32, ( c ). The service is a statutory service. We are planning to begin a procurement process in Autumn 2021 in order to implement a new contract in 2022. A Prior Information Notice (PIN) has been served 2021/S 000-010926.
