Description

Prompt invoicing, collection and recovery of debt are essential activities that underpin the financial stability of Walsall Council. An effective income collection system is necessary to ensure that all income due is identified, invoiced, collected, receipted and banked properly. The Council aspires to collect all debt owing, promptly, effectively, efficiently and economically. Walsall Council are seeking to procure the services of a number of Enforcement Agencies to deliver both Enforcement Agency Collection and Debt Collection Services via the granting of concession to the successful tenderers under the Concession Contracts Regulations 2016.

1 Enforcement & Debt Collection Services (First & Second Referrals))

First and Second Referrals for Enforcement Agents Collection Services for unpaid: • Council Tax; • National Non-Domestic Rates; • Business Improvement District Scheme (BIDS) Levy; • Civic Traffic Enforcement Penalties. First and Second Referrals for Debt Collection Services for unpaid: • Overpaid House Benefit Debts (including High Court Enforcement Action where required); • Sundry Debts (including High Court Enforcement Action where required).
2 Second Referral Cases

Second Referrals for a number of cases for Enforcement Agent Collection Services for unpaid: • Council Tax; • National Non-Domestic Rates.
