Description
Roads Service is seeking a map based solution to manage road maintenance functions such as cyclic inspections, works ordering and customer enquiries. Whilst the bulk of the system's users operate in a ‘back office' environment there is also a substantial element of mobile inspection work which will require part of the system to operate on mobile devices.

Legal Justification
Over the course of the Road Maintenance Client System (RMCS) contract there have been numerous system changes introducing a range of functionality enhancements that has improved record accuracy, processing efficiency savings, and range of customer online functions. A major change included the merging of the Lighting Management System into the RMCS contract. A combination of duplication of cost, inconvenience and technical reasons would have prevented a change of contractor to introduce these necessary updates to functionality.
