Description

Over the next few years SECAmb (“The Authority”) plans to carry out a number of Make Ready Centre projects with an anticipated total value between £500k-£10m - the values under each contract will vary from project to project. The Authority is looking to establish a Framework for the provision of Construction Consultancy Services from a wide range of specialisms, utilising both SME and National Consultants, to deliver either a single service or provide a range of services for the ‘Make Ready’ programme. The Framework Agreement will be divided into four (4) Lots • LOT 1 - Employers Agent • LOT 2 - Contract Administrator • LOT 3 - Quantity Surveyor • LOT 4 - Principal Designer The Authority is issuing this tender as a two-stage procurement process, which involves bidders completing and submitting both PQQ and ITT responses at the same time. PQQ_1089 and ITT_3757 - please ensure you submit bids for both within the timeframes specified. For the purposes of this Framework, the Bidder must deliver 100% of the contract deliverables and not rely on sub-contractors or other third-party organisations to deliver the contract. The Framework Agreement will predominantly be used by the lead Authority; with access made available to all Ambulance Services across the whole of the UK; with 4 distinct Consultancy Services Areas across 13 geographical regions. Bidders can provide services for either a single Consultancy Service Lot or multiple Consultancy Services Lots and may provide services to specific regions or all regions. The Framework shall be flexible to meet the needs of Participating Authorities for the duration of the Framework. There may be a requirement for Consultancy Services against other construction projects throughout the life of the Framework.

Lot Division

1 Employers Agent
  • Value: £1M

This Lot provides architectural design, technical consultancy and engineering for construction projects across all RIBA work plan stages. As EA the supplier would act impartially on behalf of the Authority (“the employer”); source and evaluate the relevant consultants to support the project and the Trust would appoint the relevant consultants to the Design Team.

2 Contract Administrator
  • Value: £50K

As CA the supplier would be responsible for managing the contract between the employer and building contractor. The role involves administering the construction standard contracts ensuring the contractual procedure is followed and manage the day-to-day running of the contract. The responsibilities of the CA will be defined by the form of building contract used, e.g. JCT, NCT.

3 Quantity Surveyor
  • Value: £100K

This Lot provides on-going cost and contract advice for construction projects, including preparation of cost estimates to support Capital Planning and Business Planning activities, cost advice to support value engineering studies, risk management advice, preparation and maintenance of cost plans, provision of contractual advice in relation procurement strategy and tender documents and (where requested) preparing the same, preparation of commercial final accounts for works and agreeing upon value of outstanding snagging items and the provision of all contract deliverables before recommending final payment.

4 Principal Designer
  • Value: £100K

This Lot provides advice and support in respect of the Construction (Design and Management) Regulations 2015 (CDM 2015). This includes planning, managing, monitoring and coordinating health and safety in the pre-construction phase, preparation of a Pre-Construction Information Pack, working with designers on the project to eliminate or mitigate foreseeable health and safety risks and ensuring that everyone involved in the pre-construction phase communicates and cooperates, coordinating their work.
