** Please note this is not a call for competition, This is a PIN notice for a Department for Business, Energy and Industrial Strategy requirement** The Department for Business, Energy and Industrial Strategy (BEIS), will be holding a virtual Pre-procurement Event on the Portfolio Synthesis evaluation of the Energy Innovation Portfolio. During the event we would like to set out the components of the proposed work, the envisaged timescales and required skills, and obtain your thoughts and feedback on how to successfully specify and tender this work. As background: In 2015 the Department for Business, Energy and Industrial Strategy (BEIS) launched the £505m Energy Innovation Portfolio (EIP), with the aim of reducing UK carbon emissions and the cost of decarbonisation through accelerating the commercialisation of innovative clean energy technologies and processes. To date, evaluation work has focused largely on one or more of the over 74 innovation programmes that form the portfolio. The work envisaged in this contract comprises: • Carry out the EIP Synthesis o Provide an urgent interim initial synthesis of existing evidence of the EIP, for Autumn 2021. o Carry out a literature review on innovation theory, to frame the full EIP synthesis. o Carry out a full synthesis of all EIP evidence, for September 2024. • Carry out an annual sweep of KPI data for EIP projects between 2022 and 2024. o Manage the data collection, cleaning and analysis process. o Design, build and populate a KPI data dashboard. • Provide an annual, publishable report on the progress of NZIP o Annually analyse NZIP KPI data. o Analyse and report at a high level on the progress of each theme. o Prepare deep-dives into two themes per year. • Scope and begin implementing the NZIP portfolio evaluation o Scope the feasibility for, and design of, a cross-portfolio counterfactual impact evaluation. o Scope the potential for, and design of, a cross-portfolio process evaluation. o Scope the potential for, and design of, a robust assessment of progress in the light of the government's net zero ambition. The anticipated budget for this requirement is £700,000 We would like to invite prospective bidders to attend a pre-market engagement session on Thursday, 15th July 2021 via MS Teams. The agenda for the day is as follows: • Introductions, • Overview of the requirement, • Evaluation expectations,• Procurement overview, • Discussion / Q&A Note that the route to market will be via CCS Research Marketplace DPS (RM6018) (www.crowncommercial.gov.uk/agreements/RM6018) and to bid for this work the lead contractor will have to be registered on the CCS Research Marketplace DPS (RM6018) prior to the requirement being launched in early August 2021.
