Description

As part of the Statutory Duties under the Childcare Act 2006 and 2016, the Council is required to publish information on supply and demand of early education and childcare places on an annual basis (the sufficiency assessment). The assessment contains information about the current and projected supply and demand of childcare for particular age ranges/needs of children/families, along with the affordability, accessibility and quality of provision; details of how any gaps in childcare provision will be addressed; and an outline of priorities and actions to address the findings of the assessment. The production of a comprehensive Childcare Sufficiency Report 2021 for Birmingham covering the statutory duty requirements. The report needs to be finalised and ready for publication by the 1st of December 2021. The report needs to include the following: I. Coverage of the whole city i.e. 69 wards and 10 districts across all subjective elements. II. Coverage across all age ranges i.e. early years and school age children III. Coverage of SEND children including specific needs IV. Coverage of hard-to-reach groups such as asylum seekers, travellers and other groups where poverty has a direct impact. V. Establish a profile of the demand for childcare using a mix of relevant data sets and information and to include the following: o Current take-up of EEE and trends o Consultation with parents and carers o Consultation with children and young people o Consultation with employers (There are many well-established and new large employers in the city where changes to their HR policies may have a huge impact on the demand for childcare) VI. Establish a profile of the supply of childcare using a mix of relevant data sets and information and to include the following: o Current provision by type, area and age groups o Consultation with childcare providers o Consultation with employers VII. The impact of COVID 19 on the supply and demand for childcare since March 2020 and the projected impact to September 2022 and beyond. VIII. A view through a Race Equity lens so we can understand whether there has been an adverse impact particularly on the Black, Asian and minority ethnic communities. IX. An overview of Early Education Entitlements for 2, 3 and 4 year olds. X. An overview of affordability. XI. An overview of the quality of the childcare provision across the city. XII. An overview of the childcare workforce. XIII. Recommendations for the Local Authority to manage the childcare market.
