Description

The Council is considering a Framework approach when tendering for the provision of Housing Related Support Services. If pursued, it is anticipated the tender will enable providers to apply to join the Framework in December 2021 in readiness to deliver services from July 2022. The Framework may allow for both direct award and/or mini competitions and may run for a period of up to 7 years. Housing related support (HRS) services assist the housing department within Southampton City Council (SCC) to deliver duties set out in the Homeless Reduction Act 2017 and the Homeless Strategy (2018-2023). HRS services also support a number of other strategies including Southampton Housing Strategy (2016-2025) and Southampton Corporate Plan (2020-2025). These services also support the Council in complying with a number of duties under the Health and Social Care Act 2012 and Care Act 2014. The purpose of this Prior Information Notice is to notify the market of the procurement and to gain views on the proposed Framework from the market. An online survey has been published on the Council’s e-portal service, www.southampton.gov.uk/business-licensing/supply-council/supply-portal.aspx. The council would welcome responses to the published questions and comments on the proposed approach.

Lot Division

1 24-hour support settings (Adults, Young people) hostel-based accommodation

Invite providers to offer hostel-based accommodation across a minimum of 4 sites. Restrictions may be placed on the number of contracts awarded to any one provider in one or more of the Lots as Southampton seeks to secure more than one sole provider across the city.

2 Accommodation based support (Adults. Young people)

Invite providers to provide accommodation-based services in contracts comprising a minimum of 20 units (young people), rising to 30 (adults). Providers can submit bids for more than one contract, but a maximum of 1 contract for adults and 1 contract for young people will be awarded, avoiding one provider offering all adult or all young people based HRS accommodation based services.

3 Accommodation based support (young parents)

Invite providers to deliver HRS for young parents comprising a small site with minimum 7 units and 24-hour staffing and a minimum of 30 units of accommodation with housing related support.

4 Non-Accommodation based support (adult / young people)

Invite providers to deliver non accommodation based support (floating support) to adults and /or young people across a minimum of two contracts.

5 Additional services (adults and young people)

Additional services are expected to include: - Additional units of Accommodation based support - Additional units of Non Accommodation support - Additional support hours - Deliver innovative services against successful funding applications for HRS services
