Legal Justification

The need for a contract modification has been brought about by the circumstances of COVID-19 which have meant resources in the contracting authority have been redirected to support health and social care activities including but not limited to the provision of COVID-19 testing capability across Northern Ireland. As a result scheduled re-tendering activity was delayed whilst resources responded to manage COVID-19 activities. While there are planned measures for disruption to normal business activity, the scale of the impact of COVID-19 and the uncertain duration could not have been foreseen by the contracting authority.

The mandatory standstill period of 10 days will apply. The Trust will not enter into a contract before midnight on Monday 30th August 2021
