Description

NHS Midlands and Lancashire Commissioning Support Unit (CSU) is working on behalf of NHS Greater Preston CCG, NHS Chorley and South Ribble CCG and NHS West Lancashire CCG. This invitation to tender is for the implementation of three MHSTs in Central Lancashire (Lot 1); one MHST in West Lancashire (Lot 2) The objective of this procurement is to establish four new MHSTs across Central Lancashire and West Lancashire: 1 team in Greater Preston, 1 team in Chorley & South Ribble, 1 team with a close geographical spread across Chorley, South Ribble and Greater Preston, and 1 team in West Lancashire. The teams will provide extra capacity for early intervention and ongoing help within educational settings. Services are required to be fully operational within 12 months of the Education Mental Health Practitioners (EMHPs) commencing training that is scheduled to start January 2022 so fully operational by the end of January 2023. NHS Chorley, South Ribble, Greater Preston and West Lancashire CCGs have been successful in funding for four Mental Health Supports Teams for schools and colleges in the sixth wave of the Green Paper for Transforming Children and Young People’s Mental Health Provision: July 2018 builds that upon the ambitions set out in Future in Mind (2015) and the Five Year Forward View for Mental Health (2016). The Government’s response to the Consultation on Transforming Children and Young People’s Mental Health Provision: a Green Paper and Next Steps (2018) ensures areas that are successful in the bid for funding go further for children and young people who are showing early signs of distress, so that they are always able to access the right help, in the right setting, when they need it. The successful areas that have Mental Health Support Teams (MHSTs) supporting children and young people will provide extra capacity for early intervention support within school and college settings. The three core elements that the MHSTs will provide are: 1. Deliver evidence-based interventions for mild to moderate mental health and emotional wellbeing issues • 2. Support the designated senior mental health lead in each setting and • 3. Provide timely advice to school and college staff The Government published the NHS Long-Term Plan (2019) that re-confirmed the commitments of the Green Paper (2018) in relation to improving mental health support in schools and colleges, stating that from 2019 NHS England (NHSE) will fund new MHSTs working in schools and colleges, building on the support already available, which will be rolled out to between one-fifth and a quarter of the country by the end of 2023. The Provider will deliver the MHSTs in educational settings as per the Transforming Children and Young People’s Mental Health: Delivery of Mental Health Support Teams - Guidance Note 2019-20. The ITT will be live on Monday 6th September 2021 on the MLCSU Bravo portal (see below) and it will have a deadline for submissions on Friday 1st October 2021 12:00pm. This invitation to tender is based on two lots covering the geographical areas as detailed below: Lot 1- three MHSTs in Central Lancashire (Greater Preston, Chorley and South Ribble) Lot 2 - one MHST in West Lancashire Bidders will be asked to complete the technical questionnaire for the area in which they wish to deliver the service i.e Lot 1 for Central Lancashire and / or Lot 2 for West Lancashire. If a provider wants to provide the service for both geographical areas, they must bid for both Lot 1 and Lot 2. The highest scoring bidder of Lot 1 will be the Preferred Bidder and the highest scoring bidder of Lot 2 will be the Preferred Bidder. Additional information: Value of the field: The total value of the contract is a maximum £4,497,644 over 3 years (£368,137 per team per year + £20,000 per team one-off project initiation funding)

Renewal Options

The Contract is expected to commence in Jan 2022 following a period of mobilization and will be in operation initially for a period of 3 years. There is a possibility of extension periods dependent upon performance and NHS England in partnership with the Department for Education agreeing to further funding allocations. NHS England have not clarified the budget envelope beyond the 36 months funding
