Legal Justification
An extension to the term is required due to Local Government Re-organisation (LGR) which is going to take place within North Yorkshire (NY). An extension will allow the Authority to fully understand the implications of LGR whilst ensuring existing cover remains in place. It will provide the Authority with the opportunity to work collaboratively with the other NY authorities to shape a new insurance programme for the new unitary authority. When the contract award was let and thereafter published on 28 November 2016, it was not known that the authority would be subject to LGR during the contractual term. If the Authority had been aware of LGR, it would have let the contract for a longer term than the original 5 years. The value will not exceed 50%.
