Description
The enhanced vaccination programme will consist of two elements: • Mobile and roving clinical vaccination provision offered across the city to priority cohorts including eligible cohorts who remain unvaccinated, Middle Layer Super Output priority areas (MSOA), businesses, university students and homelessness and new arrival providers. The roving and mobile model will enable the administration of Covid-19 vaccines at flexible locations outside of existing vaccination site provision to residents of Wolverhampton. The aim of roving and mobile provision is to improve access and maximise vaccine uptake in certain geographical areas, communities or among groups with low coverage. • An outreach and engagement programme consisting of a multipronged approach in order to drive uptake and will include the following themes: partnerships, access and communications. This will involve analysis and identification of the highest priority low uptake groups and further segmentation to understand the root causes of vaccine hesitancy and solutions to deliver successful interventions to drive uptake.

Legal Justification
Access to vaccines is only available via an NHSEI approved supplier therefore the provider market is extremely limited. Vaccination Services covered under this programme offer an enhancement to existing vaccination provision and are intended to significantly reduce the size of the unvaccinated eligible population. The enhanced service is required as existing NHS vaccination provision is focused on emerging cohorts (ages 12-15) and booster vaccinations. Therefore, this provision will aim to reduce the levels of individuals who remain unvaccinated. The contract will be awarded following a 10 day standstill period concluding at midday on 12/11/2021.
