Description
United Utilities wishes to understand the capability of the market to support UU with DSEAR compliance across their operational sites throughout the North West of England. A detailed programme of work is required to ensure UU are in full compliance with DSEAR on a total of 459 treatment facilities and approx. 600 pumping stations. The required services shall include DSEAR consultancy, detailed inspections and remediation services in the short/medium term, in addition to periodic inspections and ongoing technical support throughout the contract. The responses to this PIN will allow UU to gain insight into the interests and capabilities of the market, and ensure that any strategy devised will be feasible, accessible and competitive. Note, participation in this market engagement exercise is not a pre-requisite for entry to any future tender opportunity and the resulting information shall not be used to bestow an advantage on any participant.
Total Quantity or Scope
Over an estimated period of 3 – 4 years, United Utilities is undertaking a detailed programme of work to ensure DSEAR compliance at many of its operational sites. Services will be completed on wastewater and clean water treatment facilities and pumping stations throughout the North West of England. A total of 459 treatment sites and approx. 600 pumping stations have been earmarked for services as part of this programme of work. Details of the specification for this project can be found in the Scoping Document attached to this PIN, with a brief overview as follows: • DSEAR Consultancy: hazardous area classification and risk assessments. • Inspection Services: ATEX inspections, IS Loop data gathering and asset tagging. • Remediation Services: repair of electrical defects taking < 2 hours. • Descriptive System Documentation: IS Loop drawing, calculation and verification. • Provision of a database to manage all DSEAR activities, including maintenance activities, categorised defects and all information to produce the Verification Dossier. In addition to this project, United Utilities will require the contractor to support its BAU activities, including Periodic Inspections and general technical support. The purpose of this Prior Information Notice (PIN) is a call for feedback from suppliers regarding their interest and capabilities to work alongside UU to deliver this project. Feedback is requested in particular on the following topics: • Their capability to complete all aspects of the specification • Their capacity to undertake the entire project, including the scope of coverage and quantity of sites • Their ability to provide a database and portal for complete management of DSEAR activities. To include their ability to migrate all data from an alternative database • Their suggestion to optimally deliver the required services. Additional information: This PIN is a request for information only at this stage. A future procurement is anticipated and we estimate the Contract Notice will be published in spring/summer 2022.
