Description
EY is tending on behalf of our client The Ministry of Justice (MoJ). MOJ have a requirement for the provision of a Masters level qualification to be designed then delivered to participants on a four year fast-track programme in Her Majesty's Prison and Probation Service (HMPPS), an executive agency of the MoJ. HMPPS is made up of three branches; Prisons, Probation and the Youth Custody Service (YCS). There are existing qualifications (Prison Officer Entry Level Training (POELT), Level 6 Professional Qualification in Probation (PQiP) and the Level 4 Youth Justice Apprenticeship) that accredit staff in these areas to work operationally. The aim of this programme is to give participants the skills and accreditation they need to work as senior operational leaders across all three areas. The new national Justice Leaders Scheme (ownership of the brand belongs to the Authority) will, for the first time recruit high potential individuals who can fulfil leadership roles across the whole of HMPPS, injecting operational leadership expertise across prison, probation and youth custody. This 'one HMPPS' approach offers an exciting opportunity to create a more dynamic and mobile leadership cadre ensuring the retention of senior operational leaders. The aim of the Justice Leaders Scheme is to align prison, probation and youth, in a way that has never been done before contributing to the vision of 'One HMPPS'. It is intended that those who graduate from this scheme will have gained experience and exposure into the workings of the three operational arms of HMPPS and have the unique ability to work fluidly across all of them. Learners will leave the scheme with the skills and experience required to work as a senior operational manager, however it is expected that they will use their extensive experience and Masters level qualification to progress further into senior operational leadership roles in HMPPS where they can make the most impact. The initial non-exclusive contract period will be awarded for a period of six and a half years starting in February 2022. for the mobilisation and design, comprising of 3 cohorts of learners with the first cohort starting in September 2022, each studying over a 4-year period, up to 22 Learners per year.

Following receipt of these requests, an NDA will be emailed directly to the bidder. The RFP pack will be forwarded on completion of a signed NDA. The RFP pack will contain the instructions on how to submit your application for the competition. Full and final applications should use the templates provided in the RFP pack, and must be received electronically (by email) to cslbespokelearningandcoaching@uk.ey.com by the submission deadline of 5pm (GMT) on Thursday 16th December 2021. It is the responsibility of the bidder to ensure that their bid is submitted in a timely manner. EY will not accept bids received after the deadline. The successful bidder will be contracted by EY under the government Learning Framework to deliver the requirement for MoJ, all relevant contractual information will be shared as part of the RFP pack. Bidding organisations will be subject to conflict of interest and Independence checks as part of EY meeting its regulatory and statutory obligations.
