Description
The EuropeWave project wishes to engage with suitably qualified and experienced individuals to join a framework of assessors to be available for the assessments associated with the initial entry to the EuropeWave PCP programme and the subsequent phase gates. For each period of assessment activity, it is anticipated that at least three experts from the framework will be selected to join the Evaluation Committee to provide technical expertise during the assessment of applications. This tender is for appointment for the framework of Independent Experts. The outcome of the tender will be a ranked list of potential suppliers. The contract will be awarded under a multi supplier framework basis (currently envisaged to be up to 10 suppliers).
Total Quantity or Scope
Independent Experts will be required to (the “Requirement”): - Provide independent, impartial expert advice; - Participate in an online meeting at which the requirement of the competition and the assessment process will be explained. The online meeting will be held in advance of evaluating any applications to ensure all assessors understand the requirement of the EuropeWave PCP entry and phase gates and the assessment process, and to provide an opportunity to ask questions prior to receiving the applications for review. - Read and independently evaluate the applications for each (working remotely), covering both technical and commercial elements, using standard evaluation and scoring templates provided by the Procurers; - Submit evaluation scoring prior to the Evaluation Committee meeting; - Participate in the online Evaluation Committee meeting to discuss the evaluation of the applications; - Provide written and verbal feedback/analysis of applications on completion of the evaluation process.
