Description

The Space Delivery Team (SPACE DT), part of the UK Ministry of Defence (The Authority), intends to enter into negotiations with Spirent Communications PLC (The Contractor) for the provision of An Anechoic Chamber Test Facility GNSS Simulator System. The GNSS simulator requirement comprises the purchase of a complete system, including broadcast antenna, and support and maintenance up until 31 March 2024. This Contract has not yet been awarded, the purpose of this notice is to show the Authority's intent to enter into negotiations with Spirent Communications PLC.

Total Quantity or Scope

The Defence Equipment and Support (DE&S), United Kingdom Global Navigation Satellite System ProjectOffice (UK GNSS PO) has an approved funding line for a modernised Anechoic Chamber Test Facility(ACTF) for Future Multi-Frequency, Multi-Constellation Global Navigation Satellite System (GNSS)Receiver and Anti-Jam (AJ) System Performance / Platform Vulnerability Testing. As part of the facilitymodernisation, a new GNSS simulation capability is required.The GNSS simulator competition is for the purchase of a complete system, including the broadcastantenna; there is no opportunity for product/solution development.An additional option for support and maintenance from delivery of product will also be included untilend of contract (31 March 2024) Additional information:

Legal Justification

It is considered that this requirement can be placed using the negotiated procedure without prior publication pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(i) of the Defence and Security Public Contracts Regulations 2011): In the absence of tenders, suitable tenders or applications in response to a restricted procedure. The Authority conducted a Restricted competition for the Anechoic Chamber Test Facility GNSS Simulator System. One Tender was received, which, when evaluated following the published evaluation criteria, was deemed non-compliant. It is considered that pursuant to Regulation 16(1)(a)(i) of the Defence and Security Public Contracts Regulations 2011, the Authority may enter into negotiations with Spirent Communications PLC. To achieve a compliant bid.
