Description
The University requires the services of a suitably qualified and accredited provider of fire risk assessments ("FRA") to undertake FRA's on the buildings across its estate. The purpose of the FRA is to identify the fire hazards, identify people at risk, evaluate, remove or reduce the risks, record the findings, prepare an emergency plan which is able to be reviewed and updated regularly. This is to assist the University comply with its responsibilities for fire safety in accordance with the Regulatory Reform (Fire Safety) Order 2005 (England and Wales). Whilst not an exhaustive list the areas below are required to be included within the FRA: • Electrical sources of ignition • Portable heaters and heating installations • Smoking • Arson/wilful fire raising prevention • Cooking • Lightning • Housekeeping • Hazards introduced by outside contractors and builders • Dangerous substances • Other significant fire hazards • Means of escape from fire • Measures to limit fire spread and development • Emergency escape lighting • Fire safety signs and notices • Means of giving warning in case of fire • Manual fire extinguishing appliances • Relevant automatic fire extinguishing systems • Other relevant fixed systems and equipment • Management of fire safety procedures and arrangements • Training and drills • Testing and maintenance • Records The FRA's should be conducted in accordance with PAS 79 Fire Risk Assessment documentation (available at the British Standards Institution (BSI) website). Tenderers are required to: • Have certification with either the Institute of Fire Safety Management (IFSM), Tier 2 or above, or Institute of Fire Engineers (IFE); • Hold Professional Indemnity insurance of at least £1,000,000 per event; • Have an annual turnover of at least £50,000 in its last year of trading; • Have the capability to meet the timescales specified for completion.
