Description
Hertfordshire County Council (the ‘Council’) is carrying out Pre-Procurement Market Engagement (‘P P M E’) in relation to the procurement of a single service Provider to manage terms of the leases for various properties.The Council will consider the feedback received to help inform the Council’s options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the P P M E shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the P P M E shall place any supplier at an advantage in a potential procurement process. Participation in the P P M E will be at each organisation’s own cost. No expense in responding to this PPME will be reimbursed by the Council.
Total Quantity or Scope
Hertfordshire County Council (the Council) is a large shire county in the south-east of England with a population of 1.2 million. Hertfordshire is a two-tier authority with 10 district and borough councils providing complementary local services to residents.The Council provides social care for adults and children, schools and education, public libraries, public health (since April 2013), highway and road maintenance, environmental services, trading standards and household waste sites as well as a fire and rescue service.The Council owns several properties which are used to provide specialist supported accommodation for adults with learning disabilities, autism, physical and sensory disabilities, and mental health conditions. These properties are very varied in nature and whilst some are conventional housing (a single dwelling let to a single household) a significant number are not.The two groups in scope for this procurement consist of the following:Group 1: Learning Disability Supported Living (approximately 46 properties) and Mental Health Supported (4 properties). These properties are used to provide specialist supported accommodation for adults with learning disabilities, autism, physical and sensory disabilities, and mental health conditions. They vary from small dwellings occupied by a single individual to larger multi bedroom hostel type schemes. All occupiers are on assured short hold tenancies (A S T’s). Group 2: A staff housing pool (30 properties) which are let to staff on A S T’sThe requirement has two aspects, the first being to manage terms of the leases for the above properties.
