Description

Forestry and Land Scotland (FLS) has a requirement to procure a number of ecological surveys as part of the process of managing the national forest estate. Surveys requirements are varied, with multiple survey types being required and survey provision to be carried over a wide range of locations throughout Scotland. The delivery of survey services are often in peak times during the Spring and Summer season however some are required year round. The survey requirements were previously met by numerous suppliers through the following contractual relationships; Framework Reference: FESH01- Open Habitat Surveys Framework Reference: FW0015- Ecological Support on Forest Estate Framework Reference: FW0016- Dothistroma Needle Blight and Tree health Surveys

This lot is for the North Region of FLS and includes monitoring and surveying of peatland, monitoring and surveying of new acquisition land, monitoring and surveying of non- wooded UK priority habitats, preoperational surveys, vascular plant surveys, terrestrial surveys, monitoring and surveying of Ancient Semi Natural Woodland (ASNW), monitoring and surveying of Plantations on Ancient Woodland Sites(PAWS), and Herbivore Impact Assessments (HIA). ** PREVIEW NOTICE, please check Find a Tender for full details. ** Section II.1.6) of this notice states that tenders may be submitted for 6 lots and one bidder awarded up to 6 lots. This also includes a restriction that one bidder can bid for and be awarded a maximum of 3 lots within lots 1-5 and maximum of 3 lots within lots 6-10 (6 lots total). SPD evaluation will be scored as pass/fail. Technical Criteria and Weightings are included in the Evaluation and Award Criteria Document within PCS-T. Where the bidder relies on the capacities of other entities in order to meet the selection criteria they must provide a separate SPD for each entity. Please read the instructions on the SPD section 2C.1 for full details. If the bidder intends to subcontract any share of the contract, then the bidder will be required to submit a separate SPD (Part II A&B, and Part III A&B only) for each subcontractor. FLS reserves the right to modify the Contract within the scope permitted under Regulation 72(1) of the Public Contracts (Scotland) Regulations 2015. Operational reasons for modification may include, but are not limited to: - Changes to operational programmes which may increase or decrease survey requirements, including but not limited to: timber sales, natural hazards and events outside human control, including weather events and natural disasters, and land acquisitions or sales by the Purchaser; - Changes to in-house capacity resulting in the need to outsource additional survey work; - Changes in the distribution or abundance of species of interest, or the reintroduction of species; - Changes in the legal status of species of interest; - Changes to regional land management plans in terms of the proportion of sensitive sites; - A drive from the Scottish Government or a change in government policy/ priorities to reduce or increase the surveying of specific issue; - Impact of pandemic or any other event or occurrence which is outside the reasonable control of the Purchaser ; - Change to guidelines and industry standards; - Unforeseen changes to budgets that may increase or decrease the availability of budgets for surveys; - The introduction, identification, or increased prevalence of a tree pests or diseases; - Tree disease levels being at volume where surveying is deemed to no longer be appropriate by the Purchaser; - Establishment of new survey methods; The Purchaser reserves the right to award a contract following a Negotiated Procedure without Prior Publication under Regulation 33 (8) of the Public Contracts (Scotland) Regulations 2015 for additional services for reasons including: -Impact of actions taken in response to the Climate Emergency; -The discovery of an invasive non-native species; -A drive and/or additional funding from the Government or a change to the Government policy or priorities which may increase surveying of specific issues; -A new requirement for the Purchaser to support other organisations through carrying out priority habitat surveys on their land.
