Description
The contract is for the provision of child exploitation support service: Targeted Schools’ Programme, Holistic Family Support and the Navigator Programme (Pilot) in Staffordshire.
Total Quantity or Scope
This is a voluntary ex-ante transparency (VEAT) notice to indicate that the Police, Fire and Crime Commissioner for Staffordshire intends to extend its current contract with Catch22 Charity Ltd for a further period of 3+1+1 months and the upper limit of the extended contract value may be an additional GBP £117,500. The requirement for the extension is to ensure there is no break in continuity of service and to align with the wider partnership commissioned re-tender is undertaken. Legal Justification
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive Explanation: In accordance with the provisions of 2 (C) of Article 32 of Directive 2014/24/EU, the authority intends to award the contract without prior publication in the OJEU due to extreme urgency brought about by events unforeseeable by the contracting authority. The current service in place to support vulnerable children affected by exploitation in Staffordshire and Stoke-on-Trent, is delivered by Catch22 Charity Ltd under a contract co-commissioned with Local Authorities in Staffordshire, with one Authority acting as lead commissioner. In April 2020, additional funding was made available to the Police, Fire and Crime Commissioner for Staffordshire, to enhance support for vulnerable children, through a targeted schools programme and holistic family support which would act as a 12 month pilot and would align with the expiry of the main co-commissioned contract. This voluntary ex-ante transparency (VEAT) notice is to indicate that the Police, Fire and Crime Commissioner for Staffordshire now intends to extend it's pilot contract with Catch22 Charity Ltd, for a further period of 3+1+1 months. The requirement for this extension is to ensure there is no break in continuity of service whilst the wider co-commissioned re-tender is undertaken of the main contracted services, which have also been extended.
