Description
To supply and install six, possibly rising to 12, replacement double glazed structurally bonded units to various areas of the Sir Duncan Rice Library façade to replace historical breakages.
Total Quantity or Scope
Under Regulation 33 (1)(b)(ii) of the Procurement (Scotland) Regulations 2015, a contracting authority may award a contract without competition based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists). In this particular case, the requirement is for provision and installation of replacement windows. Compatibility with existing windows, design and installation are essential to maintain existing warranties and to ensure continuity. The windows are of unique design and differing technical characteristics. Therefore, replacements must be provided and installed by trained and approved applicators of the structural glazing façade. Euro Clad Project Services Ltd is the original installer of the glazing and the only supplier with the required knowledge and expertise.
