Description
FCDO intends to procure supplier services under three discrete lots. The 3 lots are: - Lot 1 - Nepal Climate Change Support Programme; - Lot 2 - Nepal Renewable Energy Programme; - Lot 3 - Nepal Urban Resilience Programme.
Lot Division
1 | Nepal Climate Change Support Programme Lot 1: FCDO is seeking the services of a supplier to provide Technical Assistance (TA) to the Government of Nepal to assist implementation of The Nepal Climate Change Support Programme (NCCSP) Phase 2. NCCSP Phase 2 builds on a successful FCDO funded programme with the Government of Nepal which ran from 2015 -2017. The contract will run for 4.5 years with a budget of up to 4 500 000 GBP (inclusive of any applicable tax). The contract duration is inclusive of a 6 month inception phase. No time or cost extension envisaged. The objectives of the TA tenderer for NCCSP phase 2 are to: - Help the Government of Nepal to deliver the NCCSP programme effectively, efficiently and economically through provision of technical expertise. - Reduce the fiduciary risk associated with the programme, (i) by providing oversight over the Government's financial management and reporting and (ii) through measures to strengthen public financial management systems. - Strengthen the capacity of Government of Nepal (both central and new local governments) to implement climate change adaptation programming today and in the future. - Share learning from NCCSP with others and lead the coordination of partners working on community based adaptation in Nepal. Additional information: FCDO will be extending the contract beyond the period published in the Terms of Reference. The extension period requested is exceeding the limit set in the TOR by 3 months to October 2023 and increase value by £1981840. This amendment is to support new activity outputs due to COVID 19 that are in the SOW but need additional Technical Support to deliver. |

Legal Justification
Additional Technical services are required to fulfill the contract which is to be extended by 3 months and value of £1981840, arising through additional contract requirements due to the impact of COVID-19 The below regulation covers this additional services: Regulation 72 (b): for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor; (I) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement
