Description

Scarborough Borough Council (the “Council”) is committed to increasing the quantum and quality of affordable homes across the Borough. It is therefore seeking a strategic development partner for 30 years to fund, enable, develop, and undertake sales activity across a programme of sites within the Borough, via a 50:50 corporate joint venture (“JV”) arrangement. The JV’s purpose will be to deliver good quality and environmentally sustainable homes, with a focus on accelerating the provision of affordable housing and generating social value. The Council is proposing 8 Initial Sites from its landholdings portfolio to be committed to the JV from the outset and it may deliver additional Council owned sites through the partnership over its lifetime. The JV could also purchase its own sites from a third party or the JV partner could offer sites to the JV.

Candidates are required to register their details and once access has been granted (within 24hours), they will have access to additional information on: the opportunity; the economy and housing market; the sites; a link to the procurement portal; and a Data Room (containing information on each of the sites in separate folders, as described within the Descriptive Document). The Council will evaluate Candidates' responses to the SQ and intends to shortlist 5 Candidates in accordance with the process set out in the SQ. The Council then intends to issue an Invitation to Participate in Dialogue (“ITPD”) and an ISDS to those bidders that have been selected to be invited to participate in dialogue. The Descriptive Document, the draft ITPD and the draft ISDS (which includes Key Principles and draft Contracts) are being issued at this stage via the YORtender portal to explain the proposed approach to the procurement process. These draft documents are being issued for information only and do not amount to an invitation to participate in dialogue and/or to submit a detailed solution. The Council reserves the right not to award the contract in whole or in part, to abandon, terminate, amend or re-wind the procurement process and does not bind itself to accept any tender. The Council shall not be liable under any circumstances for any costs, charges or expenses incurred by any Candidate or bidder in responding to this notice or in taking part in the procurement process.
