Description

This Framework will provide Healthcare Planner (HCP) services to Framework Customers on a call off basis. The role of the HCP is varied and will include a wide range of services to NHSScotland organisations across the whole of Scotland. This new framework is to be structured as 2 separate lots to provide additional scope to meet identified changes to the requirements of NHSScotland Organisations. The proposed scope therefore takes cognisance of systemic changes (E.G. a more formalised regional dimension to clinical service planning) in addition to demographic shifts and other drivers. To meet healthcare planning requirements at national, regional and territorial board levels, the new framework will need to be able to provide strategic / whole system healthcare planning as well a programme / project specific healthcare planning. It is anticipated that organisations will be able to support either Lots or both and the specific requirements for each are clearly detailed in the SOR.

Lot Division

1 NHSScotland Healthcare Planner Framework (2018) Lot 1

Lot 1: Strategic Health Service / Whole System Health Service Planning. The primary focus of this lot is to provide strategic health services planning on a National and Regional Territory basis. This Framework will provide Healthcare Planner services to Framework Customers (as further described in the Statement of Requirement (SOR)) on a call-off basis. The role of the Healthcare Planner is varied and will include a wide range of services to NHSScotland organisations across the whole of Scotland. This new framework is to be structured as two separate lots to provide additional scope to meet identified changes to the requirements of NHSScotland Organisations. The proposed scope therefore takes cognisance of systemic changes (for example a more formalised North, East, and West regional dimension to clinical service planning and the national Elective Care programme) in addition to demographic shifts and other drivers. To meet healthcare planning requirements at national, regional and territorial board levels, the new framework will need to be able to provide strategic / whole system healthcare planning as well a programme / project specific healthcare planning. It is anticipated that organisations will be able to support either Lot 1 or Lot 2 or both and the specific requirements for each are clearly detailed in the SOR. In addition, the provision of business case support will be a service included in Lot 1. The requirements of NHSScotland organisations for the procurement of healthcare planning services encompass the wide spectrum of healthcare and social services provision. In order to provide the full range of consultancy expertise the framework has been divided into two distinct lots (It is acknowledged that there will be overlaps between the lots in the provision of services and also that some services may also benefit from the appointment of a Lead Advisor (LA).

2 NHSScotland Healthcare Planner Framework (2018) Lot 2

Lot 2: Programme / Project Healthcare Planning. This is primarily to support the initiation of individual projects and programmes of work at Strategic Assessment and early project initiation onwards. The primary focus here is to provide healthcare planning in the development of the strategic health services planning into more detailed outputs for the service provision. This will provide the briefing for the spatial requirements and associated interdependencies and relationships for a service or services and would be on an Estate Wide and Territorial Board Wide basis. The authority is not able to guarantee the volume, type or value of any work called off under the framework however the current estimate of the total potential value over the term of the framework is noted below. This Framework will provide Healthcare Planner services to Framework Customers (as further described in the Statement of Requirement (SOR)) on a call-off basis. This Framework is a procurement method for publicly funded Health and Social Care Projects. Under this procurement all economic operators will be required to support the Authority's economic and social regeneration activities. The Lead Advisor Framework is intended to provide accessible independent consultancy support to the Framework Customers on a call-off basis. The Estimated Contract Notice Value is an approximate amount for the framework and is not a guaranteed value which will be achieved through this framework. Legal form to be taken by the grouping of suppliers, contractors or service providers to whom the contract is to be awarded: Contracts will be entered into with the economic operator only. Whilst a “partnership” or consortium model may, in practice, be adopted by the economic operator from a contractual perspective the economic operator will be required to assume the role of a “prime contractor” in respect of any subcontractors and will be required to assume liability and responsibility for the acts and omissions of any subcontractors utilised by them to deliver services under the framework.
