Description
The London Probation Service and the Major's Office for Policing and Crime (MOPAC) intend to launch a Co-Commissioned Call-Off Competition (COC) via the Probation Services Dynamic Framework (PSDF) to source a Provider(s) of Probation and support/rehabilitation services for Women on Probation and Women and girls in touch with the Criminal Justice System (CJS) in London. The aims of this service in London, which aligns with the whole-systems approach to female offending and the London Blueprint for Female offenders are: - to reduce the reoffending of Women on Probation; - to reduce the use of custodial sentences for women; and - to reduce the risk of becoming victims of Violence Against Women and Girls (VAWG). There are two broad categories of service user in scope for this Call Off Contract; 1. Women on Probation" - Defined as women who are referred by their Probation Practitioner, either during a prison sentence following conviction or during a community sentence. For these women it would be expected that at least part of their engagement with the Women's Service will be an enforceable part of their sentence, although they may engage in extra sessions for support on a voluntary basis. 2) "Non-probation women and girls" - Women and girls referred into the service by other partner agencies in London as part of the whole systems approach to women in touch with the Criminal Justice System (CJS). These women and girls must be resident in London or intending to return to London following prison release. Further information around this will be provided in due course through further market engagement and call-off documents. The Provider will need to provide a service specific to the Women's cohort for the following service categories; DF.01 Accommodation DF.02 Education, Training & Employment DF.03 Finance, Benefits & Debts DF.04 Dependency & Recovery DF.05 Family & Significant Others DF.06 Lifestyle & Associates DF.07 Emotional Wellbeing DF.08 Social Inclusion To be invited to bid against the COC, Providers will need to be qualified onto the PSDF in one or more of the above plus DF.09 Women's Cohort. The final bidding model must qualify in all of the above plus DF.09 either as a single entity, a consortium or through a bidding model containing specified key-subcontractors qualified onto the DF in the missing categories. Other Information
There will be 3 lots and 3 Call-off contracts for the Women's Services in London. The call-off contracts will align with London's Geographical Probation Delivery Unit structure as detailed below; Lot 1) South / South East, this includes the following boroughs; Bexley & Greenwich; Lambeth; Wandsworth, Merton & Sutton; Southwark; Croydon; Bromley & Lewisham. Lot 2) East / North East, this includes the following boroughs; Enfield & Haringey; Redbridge & Waltham Forest; Tower Hamlets; Newham; Hackney & City of London; Havering. Lot 3) North West / West, this includes the following boroughs; Brent; Camden & Islington; Hammersmith/Fulham, Kensington/Chelsea & Westminster; Hounslow, Kingston & Richmond; Ealing & Hillingdon; Barnet & Harrow. In addition to the requirements detailed in Section 3 above, it is envisaged that Lot 1 will include an embedded worker at HMP Bronzefield accommodation role with the expectation that they cover all referred London releases, liaising as appropriate with the providers of the other package areas. In addition to the requirements detailed in Section 3 above, Lot 2 contains an additional pilot programme (Youth Transitions hub) in Newham for Young Adult Women (18-25) on Probation and 17 year olds transitioning from the Youth Offending Service to adult Probation. There are two posts (0.5 key worker and 0.5 group work/intervention worker) attached to this programme paid for by the Transitions pilot programme. The Provider of each lot will be expected to engage with local and regional partners across London, including local authorities, MOPAC and other statutory partners as part of the London Female Offender Blueprint, which provides a whole systems approach to female offending. This may include specialist services and panels dealing locally and across London with prostitution, VAWG, exploitation and victimisation.
