Description
Funding has been approved by Welsh Government to support the development of a neuro-physiology unit at the NHS Wales University Eye Care Centre located in the School of Optometry and Vision Sciences in Cardiff. This service will support the treatment of Neuro-physiology patients from across Wales and will provide joint working in the treatment of these patients between the NHS Wales University Eye Care Centre and the University Hospital of Wales (UHW). The service is aimed at improving turnaround times for patients avoiding prolonged treatment which could potentially lead to irreversible sight loss.
Total Quantity or Scope
In order to deliver the service, the NHS Wales University Eye Care Centre must be connected to the University Hospital of Wales. It is essential to deliver this joint working programme to address the increased waiting list within Ophthalmology and therefore, any equipment procured must work seamlessly with the School of Optometry and Vision Science and UHW. Any equipment must ensure reporting outcomes are standardised across Wales. The Health Board, therefore, requires a supplier who can meet the criteria as outlined in this notice in providing the hardware and software to support seamless working between both organisations in the treatment of patients across Wales. Equipment Criteria Hardware and Software needs to provide a built in pattern generator with monitor as well as allowing control of Flash stimulators providing Colour-Dome, Colour-Burst and Colour-Flash, all in one system. The solution needs to have a Console that has an ARM controller for EP, PERG, MFERG and MFVEP. The output need to be seamlessly read into the current format output of the Diagnosys Espion location in the University Hospital of Wales

Legal Justification
Due to the critical requirements outlined in the description within this notice, the Health Board have determined that the Espion device from Diagnosys is the only supplier who meet the criteria. Diagnosys are a market leading organisation in the provision of hardware and software to support neuro-physiology for eye care pathology and is already fully operational in the University Hospital Wales. This equipment already interfaces seamlessly in the Health Board’s Clinical Portal and generic letters are able to be generated which will enable application outputs to be distributed to the patients referring across Wales. The Diagnosys Espion will provide; - 100% compatibility in report output. - Ability to review comparative data outputs on a patient to identify changes in their sight, and if applicable what clinical action is required. Additional backend storage. - Avoidance in the development of new interfaces and the impact on the delay service being available to the patients of Wales. Welsh Government funding is only available within 2021/22 and therefore, the awarded supplier must be able to deliver the equipment by the 31st March 2022. Based on the details within this notice, the Health Board is applying a 10 day standstill prior to awarding a contract to Diagnosys.
