Description

Suffolk County Council shall be commencing a procurement later in 2022 to appoint a service provider for the processing and disposal of municipal food wastes and residues. This notice is intended to announce the commencement of a pre-market engagement ("PME") exercise relating to the Council’s appointment of a service provider as more fully described in sections (insert as appropriate) below.This procurement is also being undertaken working in conjunction with Suffolk’s 5 District and Borough Council’s, namely Babergh District Council, East Suffolk Council, Ipswich Borough Council, Mid Suffolk District Council and West Suffolk Council, who work alongside Suffolk County Council as members of the Suffolk Waste Partnership (SWP).

Total Quantity or Scope

We would like to speak with service providers who can:1. Accept food wastes delivered either directly by the Waste Collection Authority to the processing facility or bulk transferred through Suffolk’s waste transfer station network.2. Operate a processing facility(s) which is, or will be, fully operational and able to accept Suffolk’s municipal food wastes by 31 March 2025.3. Indicate the dates of key events in a development programme for a processing facility which will be able to accept Suffolk’s municipal food wastes after 31 March 2025.This market engagement is in response to the Environment Act (2021) and Waste and Resource Strategy (2018) which is expected to mandate the weekly collection of food wastes from domestic households and certain businesses. A PME Questionnaire is available on request from waste.management@suffolk.gov.ukThe Council is keen to receive responses to help it structure any future procurement process in a way that is going to be suitable for, and attractive to, the market. The questionnaire seeks to ascertain market preferences on areas such as direct delivery, storage of materials at Transfer Stations, collection and haulage from Transfer Stations, material processing technologies, available capacity at your facility(s), potential gate fees, access to subsidies (such as the Green Gas Support Subsidy), end use of materials, carbon and environmental implications and procurement approach (specific lots vs whole county procurement).Responses to the questionnaire are requested by 5th February 2022. Depending on the nature and level of interest, Suffolk County Council may also hold one-to-one discussions with some or all of the companies that complete and return the PME Questionnaire (such meetings will be scheduled to take place between 07.02.2022 and 18.02.2022) to secure a more detailed understanding of the services to be provided.
