Description

The London Borough of Barking & Dagenham is seeking interest from consultants which can prepare an independent high-level strategic review of our energy services company, B&D Energy (B&DE). It is a wholly-owned council entity which reports regularly to the borough's Shareholder Panel, and the local authority's commissioners would like to take stock of the company's progress and examine its potential against a rapidly changing energy landscape. The strategic review provides an opportunity for a structured process which identifies new value-creating opportunities within the business and assess the strategic foundations which underpin the company. Consultants are expected to produce several key elements of this work: • Review the company's founding objectives and interface with the Council • Assessment of current business model • Examination of new growth opportunities proposed by the business • Appraisal of other ESCO models and divestment options The Council is keen to progress this work rapidly and conclude by early April. Therefore the consultant should be well versed in the structure of energy services companies and a specific knowledge in district heat networks is essential. The contract price is capped at £25,000 excluding VAT.
