Day support services for older persons at 5 Day Care Centres within West Lothian. There is a requirement for Older People Day Care Centres to modernise their approach to service delivery following changes in relation to service user eligibility and contribution criteria. Additional time is therefore required, following Covid 19, to further develop their business model. It is proposed that a direct award is made to the incumbent five service providers for a period of 12 months. The aggregated value of Braid House Day Care Centre contract of 836,817 GBP is above the Light Touch Regime threshold (663,540 GBP). Reg33(1)(c) of the PC(S) Regs15 allows a contracting authority to make a direct award of a public contract following a negotiated procedure without prior publication for reasons of extreme urgency. ** PREVIEW NOTICE, please check Find a Tender for full details. ** Extract from the Council Executive Procurement Approval Report (June 2021) is provided below: In December 2015 the Council Executive approved a proposal to award formal contracts with existing third sector providers for Older People’s Day Care services at Acredale House, Answer House, Linlithgow and District (formally St. Michaels), Rosebery Centre and Braid House. The contracts were for 3 years ending 31st March 2019 with a two-year extension available. The two year extensions have subsequently been utilised up to March 2021. A further six month extension was afforded to the contracts due to the impacts of COVID 19. All 5 contracts are due to expire as of 30th September 2021. There is a requirement for Older People Day Care Centres to modernise their approach to service delivery following changes in relation to service user eligibility and contribution criteria. Additional time is therefore required, following Covid 19, to further develop their business model. Providers are seeking to introduce a revised model and service specification to reflect the need of clients. A direct award is, therefore, being sought to afford the additional time that is required to complete the review of this service which will identify the appropriate delivery model moving forward. Regulation 3 (10) of the Public Procurement (Scotland) Regulations 2016 makes provision for the aggregation of public contracts where the value of all contracts for similar supplies and services awarded during the previous 12 months must be aggregated. The aggregated value determines whether the contract is over the Government Procurement Agreement (GPA) threshold. For Acredale House, Answer House, Linlithgow and District and Rosebery, each of their aggregated values are below the Light Touch Regime threshold (663,540 GBP) and therefore, in line with the Scottish Government guidance on the Procurement of Care and Support, the Council can choose not to seek offers for Health and Social Care Services contracts on a case by case basis. Whilst the Council’s Standing Orders permit the Head of Corporate Services to approve the direct award, they may opt to seek approval from Council Executive. Council Executive is, therefore, requested to approve a direct award for the period of 12 months for the older people’s day care at: a) Acredale House Day Care Centre provided by Acredale House. A direct award would be effective as of 1st October 2021 until 30th September 2022, with an estimated total value of 187,982 GBP. b) Answer House Day Care Centre provided by Answer Project limited. A direct award would be effective as of 1st October 2021 until 30th September 2022, with an estimated total value of 67,674GBP. c) Linlithgow and District Day Care Centre provided by Linlithgow and District Community Day Care Centre. A direct award would be effective as of 1st October 2021 until 30th September 2022, with an estimated total value of 105,270 GBP. d) Rosebery Day Care Centre provided by the Rosebery Centre. A direct award would be effective as of 1st October 2021 until 30th September 2022, with an estimated total value of 67,673 GBP. The aggregated value of Braid House Day Care Centre contract of 836,817 GBP is above the Light Touch Regime threshold (663,540 GBP).
