Description
The overarching objective of the project is to reduce fuel poverty and cut carbon emissions by improving the energy efficiency of the targeted homes, aiming to bring them up to an EPC level C where practical. This contract is to provide services to the Council to support delivery of the scheme and to install the approved measures. In addition, the Council has applied for additional funding under the LAD3 / LAD1B/ HUG and for future energy projects as these are made available. In the event that the Council is successful in securing further funding, the Council reserves the right to extend this contract to cover the additional measures, subject to the satisfactory performance of the Contractor.
Total Quantity or Scope
The Council carried out a compliant further competition using the West Midlands Energy Hub Energy Efficient Retrofit Installers Dynamic Purchasing System. Worcester City Council secured funding under the Local Authority Delivery Scheme Phase 2 (LAD2) to deliver energy efficiency upgrades to the worst performing EPC rated (EPC rating D, E, F or G) domestic properties in the City. It is expected this project will result in improvements to a minimum of 80 private households. Worcester City Council has also secured funding under the Local Authority Delivery Phase 1B. If the Contractor is able to provide this, this contract may be extended by mutual agreement to include the delivery of up to 34 additional owner occupier households for the same measures as Phase 2, or for external wall insulation (maximum of 20 EWI properties) (private rented homes are only eligible under LAD2). The Contractor will carry out this programme of whole-house retrofits.
