Description
The Isle of Wight Council (“The Authority”) intends to award a one-off contract for the provision of Gift Cards. The VEAT notice is being issued to inform the market of our intentions and to commence a 10 day stand still period prior to the contract being awarded.
Total Quantity or Scope
The Isle of Wight Council (“The Authority”) intends to purchase 3,417 individual Wight Gift Cards. Wight Gift Cards can be used at a variety of outlets on the Isle of Wight, which will in turn support local businesses of the Isle of Wight; by ensuring that this funding remains on the Island, boosting the Island economy and supporting its regeneration through this support for local businesses. We intend to award this contract by utilising Regulation 32 of the Public Contract Regulations 2015.

Legal Justification
On 18 September 2020 the government made a commitment in the adult social care COVID-19 winter plan to support local authorities and social care providers to maintain safe staffing levels over the winter period and to continue working with the care sector to ensure there is sufficient workforce capacity across services. In order to ensure staff retention through the winter period the Authority intends to use this funding as a retention bonus to all staff employed as at 1/1/2022 who remain in employment with the same provider of adult social services as at 31/3/2022, as agreed by the Authorities Cabinet. This will ensure that the funding is passed directly to those care workers who have worked throughout the pandemic to support our most vulnerable citizens living in care homes and receiving domiciliary care support in their own homes. All funding needs to be spent by 31/3/2022, therefore due to tight timescales the Authority proposes to direct award to Miconex Limited, in purchasing the product Wight Gift Cards. The Authority consulted with partners including CQC providers on the Isle of Wight in how best to utilise this funding. The purchase of a gift card will enable the individual staff members to benefit from the full amount of the award whilst ensuring that this funding remains on the Island, boosting the economy and supporting the regeneration of the Isle of Wight. The Authority therefore intends to purchase 3,417 £250 gift cards at a cost of £854,250.
