Description
Scottish Borders Council currently manages and maintains 41 facilities. The Authority is seeking a long-term solution for the provision of such facilities as a discretionary area of work. Of the 41 facilities, 27 are currently charged for access at the point of use at a rate of 30 pence, with the remainder being free (there is no charge for access to RADAR Accessible facilities). The Authority is seeking a way forward working with a third party to deliver a service that is efficient and financially sustainable.
Total Quantity or Scope
The Authority has broken down its requirements into a number of sections as detailed below and is seeking a single supplier to deliver all of these requirements: Sub-section 1: To provide all of the public conveniences services Sub-section 2: To provide an options appraisal of the network, identifying commercial opportunities and enhancements – with recommendations and financial appraisal Sub-section 3:To provide an options appraisal for opportunities for potential installation of Changing Places Toilets (https://www.gov.uk/government/news/ministers-act-to-increase-changing-places-toi...) including a financial appraisal detailing any potential grant funding sources. Sub-section 4: To provide an options appraisal for opportunities for potential charged Showers/changing units at key tourism/sport/leisure destinations, supporting the growing cycle tourism economy/sustainable transport.

The estimated value outlined in this advert is the overall estimated cost over the 5 year period and the optional further 5 years. Any successful submission will require the price and quality metrics of the bid to be subject to a report to Scottish Borders Council presented in February 2020 enabling the Authority to consider if the service it wishes to provide to the community is one which is financially sustainable. The Council reserves the right not to award a contract without liability on its part. The Transfer of Undertakings (Protection of Employment) Regulations 2006 apply to this tender, and tenderers should make allowance for this in any tender price. Economic operators maybe excluded from this competition if there are any of the situations referred to in regulation 58 of the Public Contracts(Scotland) Regulation 2015. Bidders should note that when it is judged by the Authority (at their sole discretion) to be appropriate the Authority will collaborate with the relevant bodies (including Police Scotland) to actively share significant elements of information provided and detailed in this response. Bidders shall ensure all relevant certificates, insurances etc. are up to date. Once shortlisting has been completed for Stage 1 the following documentation will be required: 1.
