Legal Justification
Cardiff and Vale University Health Board wish to inform the market that they intend to award a contract to Cardiff Bus for a one year period to provide free, ongoing park and ride services to the two main hospital sites. These two sites have developed significantly over recent years and continue to do so and this has resulted in an increase in staff, patients, visitors and students and in turn increased traffic congestion and difficult parking conditions coupled with increased emissions. This has significantly impacted the patient experience and services offered. The Health Board hopes to invest in a significant and ambitious sustainable travel plan that would not only ease the current situation but ultimately promote the health and well being of staff via more eco-friendly modes of transport and improve the air quality with less vehicles parking and using the roads around the hospital sites. The Health Board requires the service to also support Welsh Government with its free hospital parking policy in conjunction with the Health Board's sustainable travel plan and car parking strategy. A review of the effectiveness of the current service has taken place by the Health Board and has identified that the service is needed in its current format.
