Description

1. The purpose of this Prior Information Notice (PIN) is to alert potential suppliers to an opportunity in relation to the Local Authorities’ requirements for the turnkey supply and install of the plant and equipment required for the regional wood reprocessing facility at the Silent Valley waste management site near Ebbw Vale in Blaenau Gwent. 2. The wider site is currently used for waste treatment and recycling activities, and has a weighbridge, excellent transport and drainage infrastructure and is already in possession of various waste management consents, which will assist the development and delivery of the planned c.30,000 tpa wood reprocessing facility. 3. The plant and equipment (powered by electricity where possible, to reduce CO2 emissions) will be procured under a turnkey solution and will be installed following completion of the construction works. The estimated value is estimated at c.2m GBP. 4.The overall objectives of the project are to create a modern and sustainable wood reprocessing facility at the designated waste site at Silent Valley. The facility will be equipped with specialist (electric) plant and machinery, designed to produce specification woodchip products primarily targeting the panel board sector. 5. The lead Authority wishes to engage with the supply chain as early as possible and will consult with the market prior to commencement of the procurement.

Total Quantity or Scope

3. A partnership has been proposed that will comprise a group of local authorities in Wales who will provide waste wood “feedstock” to the facility from their respective civic amenity sites. The host Authority Blaenau Gwent County Borough Council have developed the concept design for the facility and will now procure and obtain the necessary planning and environmental permits. 4. In parallel, the partnership and its advisors plan to procure an 80m x 20m steel-framed processing hall, which is intended to house the array of process plant designed to process ad-hoc wood waste into a specification woodchip suitable for panel-board manufacturing. To produce the woodchip, the scope of this opportunity may typically include a pre-crusher, shredder, picking station, screens, magnets, mobile telehandler, wheeled loader etc. 5. The plant and equipment (powered by electricity where possible, to reduce CO2 emissions) will be procured under a turnkey solution and will be installed following completion of the construction works. The estimated value is estimated at c.2m GBP. 6. A concept design for the facility has been produced by the lead Authority’s engineering team, which will inform the construction works and provide an “envelope” template for the process plant. 7. The overall objectives of the project are to create a modern and sustainable wood reprocessing facility at the designated waste site at Silent Valley. The facility will be equipped with specialist (electric) plant and machinery, designed to produce specification woodchip products primarily targeting the panel board sector. 8. To this extent, the Authority is now seeking responses from the market in relation to the following questions. 1. Would you be interested bidding for this project, or if not, what else would be required for it to meet your organisation’s tendering criteria? 2. The Authority is considering using the NEC 4 Supply Contract where certain out-turn financial risks are shared between the client and the contractor. We would be interested to understand your views on this aspect. 3.
