The purpose of National Highways is to ensure England's major roads are safe, sustainable and offer reliable service to support economic development and personal freedoms. National Highways has the ambitious goal of zero injuries or fatalities ('Zero Harm') on the Strategic Road Network (SRN), with 2040 considered as a major milestone. National Highways requirement is for a contractor to develop organisation-wide priorities that enable progress towards that ambition and towards the RIS targets up to and including 2040 that will act as a key milestone towards zero harm.
