Refugee Families - Programme Lead - Service design and oversight: Current duration: 3 months - 1 July to 30 September 2022 - 13 weeks period with a maximum of 55 worked days Contract value: £600 per day Total = up to £33,000 There is potential for this service to be extended, dependent upon need and funding: Extension 1: 1 October to 31 December 2022 - additional contract value =£33,000 Extension 2: 1 January 2023 to 31 March 2023 - additional contract value = £33,000 The City of London is currently hosting 115 households (479 individuals) Afghan guests within two bridging hotels and is expecting to support approximately 15 Ukrainian families in the very near future. There is currently no expert capacity internally to support such an urgent and important undertaking and we are therefore looking to procure an experienced programme lead with strong service design and delivery skills. Recent and relevant work with refugees is an essential requirement for this role. The aim of this role is two-fold: 1. To design and develop an approach that will meet the accommodation and support needs of Ukrainian families, single adults and potentially unaccompanied children. Whilst this is likely to start as a crisis intervention approach, the role will develop a supportive pathway for Ukrainian guests to access relevant services including education, language skills and healthcare. An agile and pragmatic approach is essential for this role in order to accommodate a rapidly evolving landscape. The approach should develop a clear exit strategy to support a transition away from targeted delivery to mainstream support provision 2. To continue the oversight of the established services for Afghan guests currently being supported within two bridging hotels within the square mile. The approach is very well developed and well-regarded by a wide variety of stakeholders, and so requires sensitive facilitation skills. The provider will support the design and implementation of newly arising service needs and develop and exit strategy that supports the orderly withdrawal (where appropriate) of City services as clients transition to independence, other settings or in the event the government ends it arrangements with bridging hotels The programme is entering a critical final phase which will see the support more focused on move-on and the development of the skills and confidence to live independently within the UK. Due to the uncertainty of the length of support required, this role may also evolve to develop longer term accommodation and support services. Therefore, there is opportunity to extend the contract for this role.
