Description
The Council of the London Borough of Redbridge (“the Authority”) are seeking Tenders from suitably experienced and qualified organisations for the Framework Agreement for the provision of short break services for children and young people with disabilities on behalf of the London Borough of Redbridge. The service shall commence on 1st November 2022 and shall continue up to and including 31st October 2026 (“the Contract Period”). The Government and the Council require all children to have the best start in life and the on-going support that they and their families need to fulfil their potential and maximise their wellbeing. Children with a disability are less likely to achieve their potential in a range of areas as compared to their non-disabled peers. The aim is to improve their outcomes, in turn allowing them to benefit from equality of opportunity and increasing their involvement and inclusion in society and mainstream services. This will reduce social inequality and allow communities to benefit from the contribution that disabled children and their families can make harnessing their talent and fostering tolerance, diversity, and difference The main aims of short break services are to provide disabled children and young people the opportunity to: Participate in fun, interesting, and safe activities Relax and have fun to develop friendships Develop their independence They also give families an opportunity to: • Have a break from their caring responsibilities • Spend time with other members if their family All Tenders shall be submitted in accordance with the Instructions for Submission of a Tender and must be submitted by no later than 12:00 Hours (12:00 noon) on Monday 20th June 2022.

1 | SCHOOL BASED PROVISION
After School Club/holiday/weekend activities – The Provider shall provide weekly, term-time After School Club, holiday, and weekend activities at their venue for children and young people aged 5 to 18 years of age who reside in the London Borough of Redbridge with: Disabilities and special needs A statement of special and educational needs to include autistic spectrum disorder, Down Syndrome, social communication difficulties and general learning difficulties with additional needs. The Provider shall provide play leaders and workers to support children with disabilities to access school-based provision. The Provider shall provide a range of activities including, but not limited to cooking, gym, and trampoline. The Provider shall design the programme of activities to suit the needs and wants of those children/young people that have booked to attend. The Provider shall ensure they meet the following service outcomes: Ensure the service is focused on delivering school-based holiday provision, weekend activities and after school clubs to children with a disability who are known to Children with Disabilities Team. Ensure that the service shall be delivered and planned at the right time when families, children and young people mostly need the support. Work in partnership with parents, carers, and other agencies to provide high quality short breaks support to meet the holistic needs of disabled children and young people. Ensure the service is primarily focused on delivering personalised 1:1 support both in the family home but also in terms of enabling children and young people with disabilities to access their local community, facilities, and services. This includes support to access and use universal services offered to all children and young people. Develop and provide their services based on Person Centred Planning (PCP) principles with a key focus on supporting the child/young person to take part in fun and stimulating activities that the child/young person enjoys and wants to do. Provide support that enables each child/young person to manage their personal care needs, helping them maintain and maximise their dignity, independence, and control over their lives. Deliver effective support to their parents, families and carers that enables them to build, strengthen and maintain their ability to support and care for their disabled child/young person. The provider shall ensure that they promote social value by reducing the local community to reduce inequalities. The services and support shall include and not limited to: Volunteering opportunities Workplace experience e.g. to Looked after children or any other teenagers |
2 | OUTDOOR RECREATIONAL ACTIVITIES
The service provider shall provide community-based breaks enabling disabled children to have fun, gain independence, learn, and develop, while families get to take a break from their 24-hour caring roles. The Provider shall ensure that there is appropriate ratio of staff to children/young people – i.e., 1:1, 1:2 or 1:4 support depending on individual needs, requirements and preferences of each disabled child and young person using the provider’s service/s. In some cases, 2:1 support will be required but this will be decided on an individual case basis by the Short Breaks Panel. The Provider shall provide a range of activities which allows for the children to develop social relationships, explore emotions through these relationships and enhance intellectual and physical skills throughout their time spent on activities, whether these are sporting, creative or cultural activities. These services shall include and not limited to: Adventure play opportunities Holiday play schemes Weekend Schemes After school club Youth clubs to the local community Extra support to allow children and young people with a disability to access a mainstream and universal services and activities |
3 | GROUP ACTIVITY-SPORTS, CREATIVE ARTS, YOUTH RECREATIONAL SHORT BREAKS
The Service Provider shall offer fun, interesting experiences and other opportunities that are matched to the assessed needs of children and young people. The Provider shall ensure the service supports disabled young people through key transition points in their lives and provides opportunities that will support the development of their independence skills. The Provider shall provide services which include but not be limited to: Visits to children’s centres, youth clubs or leisure centres. Visits to the cinema, museums, and theatres. Support to attend music provision. Support to attend sporting and leisure activities. Extra support to allow children and young people with a disability to access a mainstream service. |
4 | TRANSITION AND INDEPENDENCE TO INCLUDE BEFRIENDING
The provider will support young people to access individual based leisure activities, increase independent living skills and transition support. The Provider shall offer services to young people aged between 12 to 17 with moderate to high learning disabilities resident in the Authority. The provider shall offer children and young people the chance to socialise and make friends, try activities, and pursue interests, develop skills, and form connections in their local community. To stimulate friendship, the Provider shall arrange a minimum of two group activities per annum. The Provider shall provide a pop-up café, offering advice, information, care, and support into employment, accessing mainstream activities and advocacy. In addition, the café will offer the opportunity for service users to relax in a friendly, recreational “youth club” environment. |
5 | OVERNIGHT/RESPITE STAYS AWAY FROM HOME
This lot covers the delivery of overnight Short Breaks delivered at any point in a suitable residential style setting within easy access of children and young and their parents living in the London Borough of Redbridge. The Provider shall work in partnership with parents, carers, and other agencies to provide high quality overnight short breaks to meet the holistic needs of disabled children and young people. The Provider shall ensure the service is delivered on a planned basis to take place at times when families, children, and young people most need support. This will include weekdays, evenings, weekends, and holidays. The Provider shall offer fun and interesting experiences and other opportunities that are matched to the assessed needs of each disabled child and young person they provide overnight support to. |
6 | OTHER SHORT BREAKS SERVICES/ACTIVITIES
This Lot covers services that cannot be classified as outreach support or group activities under the other Framework Lots 1-5. The Provider shall include services such as training for parents and specific programmes and training to support children and young people into mainstream services. The Provider shall ensure that they: Work closely with parents, families, and carers in providing their services, which ensures they are kept well informed of the outcomes being achieved for their child and their progress. Deliver their services in such a way as to enable parents and carers to strengthen and maintain their ability to support and care for their disabled child/young person. Ensure the service is delivered on a planned basis to take place at times when families, children, and young people most need support. Ensure that activities are coordinated with the Authority’s Short Break Coordinator and agreed in advance for a specified time by the Authority’s Short Break Panel. |
