Legal Justification
Following an unsuccessful two stage tender process via the Investment Chain Northwest framework, the decision was taken to negotiate direct with an Off-Framework contractor. This was due to the time pressures from funding providers, as well as additional pressure from the Lead Local Flood Authority to commence diversionary works to an existing culvert which was identified on the site.
