Description
The purpose of this Prior Information Notice is to alert interested suppliers of the commencement of a new procurement for Low Vision Aids to support the National Low Vision Service for Scotland. The framework agreement will be tendered in July 2022 and will cover the supply to multiple primary care locations within all geographical Health Board regions, including rural and island locations. The Service will be implemented as a phased rollout over 4 years. Although this list may be subject to change it is anticipated that the types of aid required will include, but not be restricted to: UV filters, Hand-held, Pocket and Stand Magnifiers, Monoculars, Spectacle Mounted Kits, Task Lamps, Vision Charts, Electronic Magnifiers and Non-optical aids.
Lot Division
1 | General Low Vision Aids The supply of a range of low vision aids. A full list of the aids required will be provided within the tender documents but is expected that the supply of a wheeled carry case to support the secure transportation of a subset of aids necessary to conduct assessments within a domiciliary setting will also be required. |
2 | Low Vision Test Charts A full list of charts will be provided with the tender documents. While subject to change, it is anticipated that the following test charts will be required: 4M ETDRS LogMAR distance visual acuity chart, Bailey-Lovie NV chart, Pelli-Robson contrast sensitivity chart, McClure Reading test type, LogMAR Kay Picture test Linear crowded book. |
3 | Electronic/Digital Magnifiers The supply of electronic/digital magnifiers. The requirement for this Lot will be confirmed within the tender documents. |

The Service that this framework is intended to support will be implemented as a phased roll out over 4 years covering all geographical areas of Scotland. Roll out is expected to be completed by the end of financial year 2026/27. Once fully implemented it is anticipated that the service will be provided by approximately 350 accredited practitioners assessing circa 20,000 patients within all areas of Scotland, including the Highlands and Islands. An indication of anticipated patient numbers for the first 4 years of the framework is provided below. 2023/24 8000 patient assessments 2024/25 13000 patient assessments 2025/26 18000 patient assessments 2026/27 20000 patient assessments The estimated total contract value of 3.5 million GBP listed in Section II.1.5 would be the estimated total contract value for an initial 4 year term plus 2 x 12 month extensions.
